What is a Safety Assessor (SA)?

Safety Assessors evaluate cosmetic products for their safety for human health. They are responsible for ensuring that the products meet all the health safety requirements and that it is safe to use. They prepare their expert opinions after rigorous testing.

The assessor first gathers all the information on the product. This includes ingredients, composition, formulation, physical and chemical characteristics, stability, and more. After the analysis, the assessor then gives their safety assessment for the product. They must state whether the product is safe, safe with restrictions, or not safe for human health under normal and foreseeable use. The assessment conclusion may include warnings, instructions, reasoning, and the assessor's qualifications.

Who can become a Safety Assessor (SA)?

According to the cosmetics regulations in Taiwan, a Safety Assessor must have graduated from domestic universities or foreign universities recognized under the regulations for recognizing foreign academic credentials by domestic universities (with majors in medicine, pharmacy, toxicology, cosmetic science, and related fields). Additionally, they should have completed cosmetic safety assessment training courses offered by domestic or foreign universities or central competent authorities.
